		<description>I recall as a me member of the Older Persons Review in Essex I pointed out there were a host of charities , such as Age Concern and Help the Aged and the Citizen&#039;s Advice Bureau who provided free advice such as debt counseling and there were no gaps in the services, so what did they intend to spend the money saved on Sheltered Housing Wardens on.... Unsurprisingly they told me &#039;They did not know&#039; but expected to find gaps !&lt;br /&gt;&lt;br /&gt;In other words it can be construed that it is a money saving exercise, not an expansion of care.
